I have found the following sites to be of particular use in both my education and practice:

KENTUCKY REVISED STATUTES  http://www.lrc.state.ky.us/krs/titles.htm

The complete list of the Kentucky Revised Statutes compiled and published online by the Kentucky Legislative Research Commission.  Although it is an unofficial version, it is free, quickly accessible, and usually up to date.

KENTUCKY ADMINISTRATIVE REGULATIONS  http://www.lrc.state.ky.us/kar/TITLES.HTM

This unofficial compilation of Kentucky’s Administrative Regulations is also maintained by the Kentuky Legislative Research Commission.

KENTUCKY COURT REPORT – SCOKY & COAKY http://www.kycases.com/

This website reports recent activity by the Kentucky Supreme Court and Kentucky Court of Appeals.  It contains opinions, briefs, videos of arguments, and other items of interest.

FINDLAW® FOR LEGAL PROFESSIONALS  http://lp.findlaw.com/

A reasonably user-friendly and free legal database.  United States Supreme Court opinions can be found here as well as several legal resources for Kentucky, including a searchable version of the Kentucky Revised Statutes, the Kentucky Administrative Regulations, Codes of Ordinances for most of Kentucky’s larger cities, and Attorney General Opinions.

KENTUCKY COURT OF JUSTICE – RESEARCH AND REFERENCE  http://courts.ky.gov/research/

Here you can find access to a searchable database of Kentucky Supreme Court and Kentucky Court of Appeals opinions dating back to 1996.  It also contains links to information for local District and Circuit Courts as well as a 568-page Kentucky Circuit Court Clerk’s Manual.

KENTUCKY SUPREME COURT AND COURT OF APPEALS CRIMINAL OPINIONS INDEX  http://dpa.state.ky.us/opinions/index/master/priorop.html

The Kentucky Department of Public Advocacy has compiled several databases that allow quick access to rulings in criminal and quasi-criminal matters.  This compilation allows access to all Kentucky Supreme Court and Kentucky Court of Appeals Criminal Opinions.

THE ADVOCATE  http://apps.dpa.ky.gov/library/advocate.php

From the website: “The Advocate is a bimonthly periodical that publishes material of interest to those who serve indigent clients accused of a crime. Its mission is to actively promote a criminal justice system that is characterized by a fair process with reliable results.  The Advocate is published by the Department of Public Advocacy, an independent agency within the Justice and Public Safety Cabinet. Opinions expressed in articles are those of the authors and do not necessarily represent the views of the DPA.”

CAPITAL DEFENSE NETWORK  http://www.capdefnet.org/default.htm

This organization compiles an immense amount of information relating to capital cases nationwide.  Much of the materials gathered here can be modified for use in non-capital cases in Kentucky.

NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION  http://www.nhtsa.dot.gov/

Federal and state regulatory agencies are continuously compiling data, and some information is often helpful to a defendant in a criminal case.

FEDERAL PUBLIC DEFENDER FOR THE DISTRICT OF COLUMBIA – MOTIONS BRIEFBANK http://www.dcfpd.org/motions.html

FEDERAL PUBLIC DEFENDER NORTHERN DISTRICT OF CALIFORNIA – BRIEFBANK http://www.ndcalfpd.org/Briefbank.htm

NORTH CAROLINA OFFICE OF INDIGENT DEFENSE SERVICES http://www.ncids.org/

Many public sector legal services organizations provide free and open access to briefs and motions used for the purpose of representing their clients.  Often, a new and compelling argument can be gleaned from another attorney’s work and applied in one’s own jurisdiction.
